At this stage, this document is for information purposes only and is not subject to consultation. The text accompanying the policies in the plan (the ‘Explanatory Memorandum’) is not part of the Statutory Plan and any suggested changes are not the subject of consultation at this stage. Proposed pre-EIP changes to the plan policies only will be published for formal consultation; see ‘Proposed Pre-Examination in Public (EIP) Changes’, below for further details. Following the Examination in Public and subsequent publication and consideration of the Independent Panel’s Report, the Councils will propose formal Modifications to the Plan. These will be the subject of a formal consultation. They are likely to be made up of the proposed pre-EIP changes (subject to the report and recommendations of the Panel), factual updates, and any other changes required as a result of the Panel’s report and recommendations.

Proposed Pre-EIP Changes

Following consideration of all the comments received, the Councils have drawn up a list of proposed changes prior to the Examination in Public. The proposed changes relate to the plan policies only and are being consulted on from Monday 7 June to Monday 19 July 2004. THE CONSULTATION PERIOD HAS NOW BEEN CLOSED.
